When you look at it like that you use your resources to give them troops too. If a th5 gets maxed hogs from someone they could easily take out an opponent they otherwise wouldn't be able to. It's the same thing.

A TH 5 can hold 15 troops, 3 hog riders...
Need a better example
Exactly. On my 2nd account I've used 3 lvl 3 hog riders and was able to do excellent damage.
