Im lost as to why th9s cant find targets.
Very limited sample i know, but my th9 mini is fine in C3.
Only searching for dark really, but find it without too much trouble.
Strong 8s to strong 9s. Dont have to next past too many 10s either.

TH9, I find plenty of targets in Gold or C3. TH9s that can't find targets are very bad at barching or bam. I have been attacked by barchers constantly by other Th9s. Some of them barch empty collectors and ignore the townhall for a few k. Other ones don't destroy the trash buildings on the side of their funnel, so their troops just run along the outside.
The ones that are able to loot, can funnel and hit the storages in the first layer.
If I had to put my finger on it, people are just poor raiders.
I am TH9 that upgraded last month. I find plenty of targets in Gold or C3, while I still have only level 5 archers and level 6 barbs raid. I raid without the archer queen usually.
It's about 50/50 for TH9s that can raid my loot or fail completely. I have been attacked by barchers constantly. Some of them barch empty collectors for less than 20 and ignore the townhall . Other ones don't destroy the trash buildings on the side of their funnel, so their archers ignore the full storage with 1 layer of walls to run along the outside.
Others deploy all their barbs and archers at once instead of waves, so 2-3 mortar hits and they all die.
I have a Th8 and a Th10 account.
I can see why people think those Th10 dropping to gold/silver got a big bump but from what I see on both accounts is that my little Th8 is much harder to find for those trophy droppers than it was before. And as I go higher in leagues I am more and more likely to get sniped for -1 or -3 trophies. That part is a trade off. If I have no loot, its a huge protection - but if I have loot its like this huge gamble to log off. But I've been watching, unlike before that person who steam rolls me is much more likely to be another Th8 with skills than just a Th9 crushing me with farming troops.
Other than Th10 fleeing into the lower leagues to find previously hidden players hiding while getting free shields (which if you think about it, means some Th10 players benefited while others suddenly have to actually defend themselves) I don't see any more tilt towards a certain level of player.

I currently have two accounts, one is a TH9 (Vesuvius), one is a TH7(Pompeii).
My TH7 account is max aside from walls and has 4 builders. I have a bit over 1k gems and I'm pushing to masters for the 1000 gem achievement and my 5th builder.
When I was TH7 on Vesuvius I pushed to masters using some drags and some barch, and naturally taking any snipe I came across, this worked like a charm, and the masters push took about a week, and that would have been much less time if i spent more time in game.
In my current push, on Pompeii, getting to lower crystal 2 was easy using drags and the occasional barch, but I'm up against a wall, hovering at 2350 I'm still matching with TH7s and TH8s in gold 1, they naturally show about 3 cups on average making it nearly impossible to gain any cups as none has their TH on the outside.
I have my TH on the outside and am being sniped for anything from 7-15 cups for ONE STAR
I do understand wanting players to stay in their appropriate cup range, but one of the few viable ways to obtain gems without spending money is to push to crystal/masters/champs making it essential to push to at least masters for the 5th builder, if you want it as soon as you can.
Also TH10s are dropping to gold/silver/bronze to farm, not keeping them at the appropriate cup level.
If the goal was to protect lower TH players then may I ask.... Why, the only logical situation that a high TH player would wipe a low TH is if the low TH player was in upper Crystal/masters/champs (this would help keep players at the appropriate cup range for their TH) and the high TH player is grabbing a couple easy cups off of them, the loot penalty prevents high TH players from attacking low Th players in silver/bronze already, and even if a low TH player in silver/bronze was wiped by a high TH player for some reason they would essentially lose nothing, again due to the already in place, loot penalty.
In closing I would argue that this implementation into the game does not help low TH players and actually hurts their progression through the game, while distributing nearly maxed TH10s at all cup levels

No, your logic works well (; That's also the point for me in that whole matchmaking discussion. It is just weird how new matchmaking turns out to be and surely it is no better protection for lowers cause they have to face tons of high-level players in lower leagues and are still matched to them.
Got one TH8 account in master 3 and one TH8 account in silver 3. The one on master 3 is way safer from TH9 attacks than the one on silver 3, even when the one on master 3 has more loot (ie. 45k DE vs 12k DE). Completely backwards from what one would logically expect.
Loot is finally fixed!!! Dont change a thing
