Recently our clan took a downfall as our leader became more and more inactive from the game. He appointed me leader in order to help it turn around but I'm nervous and not sure how to go about it. what rules should I implement? what do I do? :(

Be nice to your Clanmembers, but also give them a hint if someone demand too many troops without donating by himself for example, and if someone doesīnt care and/or he getīs rude, donīt be afraid to kick him/her.
Donīt promote new members to elder, even if they ask you, elder should be something the people earn because of loyalty, good behaviour or good Donation-ratio. If you promote new members it can always be a stupid kid or troll who think itīs funny to kick other members, or they invite randomly everybody from the global chat, what can be really annoying, too!
Thatīs how we manage that, if a member is loyal and nice he usually gets the elder without asking us.
And be more careful with promoting someone to your Co-Leader! In our Clan(43 member atm) we have our leader and only 3 Co-Leader(Iīm one of them).
That is totally enough, because a leader should trust his Coīs, because they have nearly the same power as the leader(changing Clan-description, promoting members). And he can kick as many members and elders as he wants to, an elder can only kick one every 20minutes.
For Clan Wars, motivate your members to attack, try to advise them in attacking and building strategys if they are overwhelmed with something, and donīt be rude if someone fails here and then(itīs something different if someone fails constantly).
And donīt be afraid to criticise members if they fail more often, or someone denies the troop-requests and donates junk all the time, and also donīt be afraid to kick those who donīt want to follow such instructions.
Sounds more complicated than it is, rule nr. 1: Be nice to your members :)
I'd recommend you not make any major changes (unless of course you're looking to downsize) You may alienate the long term members by changing what they've been accustomed to for however long they've been there.
Leave the clan
For a clean start, kick everybody then recruit on global offering free co-leaders
First things first, as a leader you need to be keen in wars and of course, have the ability to breakdown bases because most members specially the new ones will ask for your advice during war.
Some rules to implement to yourself, not members:
1. After search: War CC should be filled within the first 2h of prep day.
2. Email the attack strategy after that
3. Suggest and review your members' attack plan before battleday.
4. Rinse and Repeat
From this you will gain confidence and trust of your members then the team will gradually improve its activities.
Have regular wars and make some rules about donating.
