I have noticed in the last few wars the the enemy clan has a large number of clan members leave the can only to return just before the war starts or even after it has started. I suggest that if you leave after war prep time has started that your base becomes an automatic forfeit giving the other time an automatic 3 star win for the base. This would keep people honest to there clan and keep people from trying to join the opponents clan to gain an advantage during war.
This won't help. In a 30 v. 30 war, #30 is going to be 3-starred anyway, so pick them as the spy. Besides, the clan can always have one of their members who opted-out of the war come spy on you, if they really want to (or use an alt-account, or ...).
If you are paranoid about the opposing clan spying on you, the sure-proof way to stop them is to not accept new members during war time. Set your clan to Invite Only or Closed during war.
So you want to stop people from visiting their friends and taking troops/advice/gameplay tips to their sister/feeder clans because . . . you . . . don't understand how war matchups are calculated? The team you and your opponent take to war is LOCKED the instant they click the start war button. It doesn't matter who leaves, comes back or joins later. The war participants are the same no matter what. All your suggestion will do is prevent the most helpful and friendly players in CoC from being friendly. Thumbs down.
We have a clan with 20-30 people depending on weather conditions and thus the mood of our clan leader, 15 of them are hardcore rock solid trusted members who will never leave and never never never during a war.
New members have to clean the stables during the first two weeks, then they are promoted to clean the toilets of the clan leader, eventually at some point in time they can also participate in wars ... if they are still around.
