I'm pretty sure I've seen a lot of posts already talking about most of these things, even some stickys. Great ideas, but they have been brought up before.

1 and 2 are a definite MUST! others, i have doubt.

I've changed my mind on 8 (due to the risk of idiots putting up inappropriate things), but the others remain good.
