I'm a new th9 and attacking a fellow th9 is new to me. I need to 3 star this base to increase the chance of our clan in winning.
I need to know what army and where to place my troops.
This is my current troops:
Wizard 5
Pekka 2
Barbarian 11
Wallbreaker 5
Hog Rider 4
Golem 2
Witch 1
Spells:
Healing 5
Rage 4
Jump 1
I didn't put the other troops that is not usually used in war.

Could try a giant/hog combo. Use hogs to clear top side Defense the. Come over top with Giants. Or Vic versa. All heal spells. Could be effective.

I drop the cc golem on west side (left point of the map diamond) so he goes straight for the cannon. Drop the other 2 golems at the corner of the boxes by the WT's---they will track downwards and into the open part of the base. Drop wizards to destroy the buildings behind where you dropped the first golem--spread them all the way to the WT's. You don't need a lot, just space them out well. This will give the golems time to move towards the inner part of the base (they will likely focus on the cannon, then go for the open AD). Drop your heroes and witches behind the wizards. Most, if not all troops will move towards the core. Lay down the first rage when their CC troops meet yours, place your jump spell to the core while they fight (be sure to do this before all of your golems path to the open AD). The last rage should be dropped on the core, and the heal spell can either be used at the CC troops clash, or at the core. I would say the core because if your witches make the jump, they will die quickly from the mortars.
Once you're in the core and wipe it out, the only remaining threat are the top 3 mortars. Hopefully your queen or extra wizards made it. They should make quick work of them. Once the skellies bust through the core walls, it's pretty easy to get the rest of the base. Ideally, you want your heroes to survive, and if you have 2 golems left, it should be pretty easy.
If you don't have access to witches, you could sub 1 pekka and the rest wizards. Send the pekka in late. By then she should have a clear path to the core. If it's not clear, drop her on the opposite side to help clean up.
