Instead of adding a new hero there would be a new statue or small building, the size of a builders hut, that unlocks. As if you had beaten the goblins into submission. You would level this building in the same way that you level your heroes but instead of providing a hero or troops to the battlefield it will be a building where the goblin kingdoms pay tribute to you based on your successes in war. Additionally, unlike the other heroes in the game the building would require all 3 resources to upgrade. This building would confer a small loot bonus to you for every victory you take on any opponent. Although it recommends not putting stats into the ideas I wanted to just give an example of what I'm talking about.
Goblin Ambassdor lvl 1: Cost: 100,000 gold, 100,000 elixer, 2,000 Dark elixer Bonus: .5% bonus to loot on victories
Goblin Ambassdor lvl 2: Cost: 200,000 gold, 200,000 elixer, 4,000 Dark elixer Bonus: 1% bonus to loot on victories
Goblin Ambassdor lvl 3: Cost: 300,000 gold, 300,000 elixer, 6,000 Dark elixer Bonus: 1.5% bonus to loot on victories

Goblin Ambassdor lvl 5: Cost: 500,000 gold, 500,000 elixer, 10,000 Dark elixer Bonus: 2.5% bonus to loot on victories
And so on until lvl 40: Cost: 4,000,000 gold, 4,000,000 elixer, 80,000 Dark elixer Bonus: 20% bonus to loot on victories.
