Of course it would solve the problem, given:
* The problem of bad donations is relatively rare, and are a symptom of a serious problem
* Bad donations don't need to be fixed immediately, just fixed before the start of war
* No good leader would make a habit of not checking on the status of the war players before the war starts
* If it is late in preparation day, the leader should be high enough level to donate replacements himself. If we are talking about a massive number of bad donations, then there is a management problem so great that the leader needs to be much more involved, or needs to give another leadership, or this is a clan with no future.
There is no need to give this power to any others, and to do so would have serious downsides of it being unclear who is deleting the troops, and the giving of implied permission to co-leaders to do so too easily.

I wouldn't do a message in chat like that (if you mean like the updated settings message) I would have under the picture of the troop donated the username of the person who donated.

This does not sound so easy. CoC mail is already primitive and unreliable at getting everyone's attention.

Ridiculous. This is just a game. There is no need to have every member check in before the war starts, they just have to check in to do their part during the war. Every member should have to do no more than request preferred war cc troops, if that, and turn up in the 24 hours twice to war. You should not have to rely on continuous dedication of every member to react to bad donations.
What if your device is not a phone?
What if you work or study or practice good sleep hygiene?
So many other what ifs.
Kicking the bad donator, if they fail to comprehend the problem when it is explained, is a follow-up solution.
If you have a clan that welcomes young or inexperienced players, as I do, you will find it not uncommon that a new recruit may make a mistake.
Some pretty weak what if's.... Everyone has a technological device where ever they go most of the time. If it's that time when you don't have a phone or tablet on you then bad luck.
OP: I don't think it's needed, but other measures can be put in place to deal with this.
Good idea in a utopian type world. I think this idea would just increase the amount of complaints SC already receives from clans being spied upon and sabotaged through easy promotions and mass kicks.
Those two complaints alone just lets people know how badly managed some clans are.
Imagine if the idea was implemented and some saboteur came into the clan, gets promoted and waited till near the end of prep day and deleted all clan castle troops? But then again like others have stated, it doesn't have to be an outside job, it could just a disgruntled co-leader who does it and rage quits.
if exists clan troop bank, this kind of problem and many others may be solved.
