So no, the game wasn't designed for TH8's to feed elixir to TH9's. That's a side effect of two failed changes: rolling elixir walls out to TH7's and up, and then removing elixir walls, but not high enough. They should have removed elixir walls for level 9 walls as well. So long as TH9's can dump elixir on level 9 walls, the elixir is too valuable to them for them to have a level-headed conversation about easing the elixir imbalance at TH8.
