If you meant your idea simply as a strongly worded caution/warning to people to try to persuade them not to rush, then the idea isn't completely terrible. I get the impression that English isn't your first language, so maybe there's a language barrier that's preventing you from getting your idea across. If that's the case, then I hope you can find the right words to express your idea. Until then, we're just going to keep calling it a bad idea. Because the way you originally wrote it, and then defended it? Pretty bad.
Rushing your Town Hall ahead of your mines and collectors DOES hurt, even at TH4. A little because they run out of elixir to upgrade mines to raise gold to upgrade the TH. A lot because they run out of elixir to be able to build an army that can make a decent attack, or to maintain a respectable donation rate.
My point is that it is the elixir collectors that really matter. Mines and storage will be consequentially required. Little else really matters. The kids need to learn to not rush their TH ahead of their elixir collectors, and the earlier they learn this the better. It is so obvious that it would be suitable to technically require. "You can't upgrade your TH to a level higher than your lowest elixir collector"
The worst case I had, the kid with TH9, and three elixir collectors levels 1, 2 and 3, having spent Christmas present money on gems, was miserable until he upgraded his elixir collectors. He simply couldn't play the game due to not having elixir. With all elixir collectors built and upgraded, at least he could play, even with a pathetic base. Others were not so bad, but similar. (Admittedly, they are all 10 years old)

No. Everyone should have their rights to rush their base whether you like it or not. If they rush, they rush. You know, some people rush just to get that X-Bow or AQ but that doesn't mean you force them to max their stuff up.
TH rushing isnīt unfair!
I often raided rushed THīs which were 1-2 THīs above me. I can get more loot by rading them, while they can get less loot by raiding me.
Because of the loot system itīs pretty fair.
If somebody has a TH 10 with lv 2 troops(really seen that in game!) he only could get about 2-3% of a TH 5 ressources, while another TH 5 can get 20% of the ressources.
A less extreme example: A pretty rushed TH 10 is raiding me(good TH 8 at the moment), he can get 10% of my ressources, I make a revenge and can get 30% of his resources!
So there is no problem with TH-rushing.
I love all those rushers, because that means, more loot for me!;)
