Clearly it would be exploitive to charge someone after a kick, so if there was a fee for voluntarily leaving and none for kicking what do you think these people are going to do?

If someone wants to leave a clan they don't like, they should have the freedom to do so without having to pay a fee.
You're probably suggesting this because you have a problem with people leaving with war.
