Ruled out idea reforms (Note that none of these ideas are my own)
This thread is the result of conversations I have had on 3 other threads today. It seems I am not alone in thinking this forum has devolved into mostly (not completely so we should not just give up on it) a constant stream of repeated old ideas many of which are ruled out.
As far as the oft repeated ones there is not much we can do about that. The search function is very poor and also people word things too many different ways so that more than half the time the person can't really be blamed. I even see guys saying they searched so its hard to complain at them if they at least tried. (Although the guy earlier today that says he could not find any zapping threads defies credibility a little)
So lets focus on the ruled out ones... here I would like to put together a list of things that need to be done to get guys to not be coming on so heavy with the ruled out ideas. I am breaking them into 2 categories, prevention and enforcement. I am not adding a poll because I want you guys to like me.
Note that nothing is possible without mod support. A lot of what is going to get discussed here is simple enforcement of existing rules. We all try to be polite to them because we know they are here to help us 9and that's appreciated) but the elephant in the room is that in the end we get only sporadic coverage that only as far as I can tell addresses offensive words used in posts (and even there they are kind of wacky about what they think is offensive and what's ok) and spam advertising. I have seen too much else slide to think otherwise and even those things can fester for a surprising amount of time before anything gets done about it. So its time to just say it, either the existing mods need to step it up and do the job or if they are spread to thin then more need to be added until acceptable coverage is possible again.
Prevention
- Regular review of the Ruled out list. Even if no changes it should undergo a monthly review with a date stamp that says so. if they decide something needs to be un-ruled out move it to the under consideration section. This is to give the list beter credibility than it has today.

- Bouncing guys to the ruled out section for their first time and requiring them to check a box at the bottom

- a new sub-forum for ruled out ideas...because there is obviously a desire to discuss the ideas that have been ruled out for now.
- (and I have no idea if this is even possible) could moderators promote/appoint trusted members allowing them some powers within a specific forum. such as...move thread (not delete) if 3 or more agree that it should be moved (ie. trustee 1 reads the thread 'multi builders on one project' and votes to move it to ruled out sub forum, trustee 2 reads it and votes the same, unless and until trustee 3 reads and agrees with 1&2 the thread stays where it is)
- Not sure if it's too hard for them to do, but they could have keywords that make an alert pop up (such as if someone says 'dark spell,') which would notify the person that there is a possibility that the post is on the stickies as ruled out. I'm thinking something like the suggested box at the bottom; picks out keywords, but instead of suggesting related threads it alerts the thread starter that his/her post is a repeat of a ruled out idea. Just a possibility.

Enforcement
- Deletion of the threads. At this point guys know te mods don't care so they write right in there that they know its ruled out but they don't care and want everyone to make some noise. Mods need to start doing this much more regularly.
- The abovementioned cleanup of the list and regular review. There are those of us that would be glad to help but its hard to back a list that says it has not been updated since 2012 and harder still when the OP is throwing that in your face because you can't say too much about that because its true.
- Consistent enforcement from the forum members. Some of you like to come down on guys for posting ruled out ideas that you don't agree with anyhow and then you turn around and jump on someone else for saying something is ruled out if you personally like the idea. That sort of inconsistency doesn't help. You are for the rules or against it.
- Better explanations and less acid when guys are being told...I realize some of these are tiring to the point of irritation, but to simply say "ruled out read the stickys" by itself is less than helpful. We can give a little benefit of the doubt by giving a brief explanation as to why. And if its an idea you wish was not ruled out its ok to say so as long as you still make the point that it is.
- No need to bump threads by saying 'ruled out' 6 times. if you go on one and see that has been said, just close it and report it. Do not add it a second time because that is just bumping. Those that are trying to get their post count up please find another way. (A couple weeks ago someone necro'd an 18 month old thread for no other reason than to say it was ruled out) All anyone is doing by repeating what anyone has said is helping the guy spamming ruled out ideas by giving him his bumps for free.
- Reporting reporting reporting - If you see a ruled out idea report it. After you say its ruled out report it. After noting someone else has said its ruled out and being properly careful to add anything that bumps it, still report it. Reporting does not bump. (and for gosh sake no need to then add to it that you reported it) If we do get serious about this it will be a flood of reports. But maybe that will jar the mods into stepping up a little more, or for their management to increase the presence.
Putting a stop to ruled out ideas is not suppressing ideas like guys like to sometimes say. it is in fact promoting the spawning of new ideas by preventing them from getting smothered by all the same old ones.
please add your suggestions below. if you have already put up a post in the past about this send me the link in a PM so I can add it up top. If you feel that the forum has devolved because of this behavior then please help to correct that.

It's Not Always A Bad Thing. Don't Like The Post? Then Move On.
I would just like to add that because of the repetitive nature of people, we have now switched a "ruled-out" idea into a "ruled-in" idea. Some of the ruled out ideas are good, and people come up with different ways of solving the various issues that may be preventing SuperCell from ruling them in.
Just saying, the sheer volume of people wanting to change their name has altered that ruled-out idea.
With enough interest and a solid way to implement it, some ruled-out ideas may become a reality. Clan tournaments anyone?
