Someone wanting to post an idea, seeing a purpose writen intro page saying it wants to help you get your idea in, or see if others have said the same thing, or able to tell you right then and there if it will be considered or not; I would think most people would entertain the idea of following the page's instructions.
There isn't going to be a huge organization tree using subforums. It is going to be an uphill battle as it is to just have the Mods make one more additional subforum. One subforum I really want them to make is a partly restriced Commonly Suggested subforum. A mod grabs an ideal thread of a set topic, or makes thier own, and puts it that subforum. The Commonly Suggested subform will allow people to post on the threads there, but will not be able to make new threads. This way, the mods have some control over the talking points of the forum, and any duplicate threads in this forum can just be deleted.
Also, I don't know how you can get new people to follow some intuitive path to a proper subforum, not without changing the forum style it self, and layout, to catch thier eye so they will see where they need to go. Let alone read sticky thread titles.
If anything, what you are asking for is partly along the same lines as to what I want my intro page to do, be an intuitive set of paths to take them where they need to go. It is just that those paths I suggested are the ruled out list, the search function, and finally the New Thread page. Heck, your idea can even fit inside the intro page, which could have a much cleaner, and more purpose build layout to get newbies to intuitively go to the right spot.
So why are even still arguing here?
