But the jump from TH8 to TH9 is unique. You can get walls with elixir. Your "gold only" costs actually DROP at TH9.
The "gold only" costs at TH8 are 238,661,550, while they drop to 223,426,550 at TH9. Indeed, when you look at the excess "gold only" costs versus "elixir only" costs, the difference is even more substantial.
The "gold only" costs at TH8 exceed the "elixir only" costs by 171,597,000. At TH9, the difference is only 132,978,000.
The difference, of course, is that TH9 throws a billion in resource costs on top of this, which kind of washes all comparisons away. The sheer magnitude of 1 billion resource is so large, that talking about "elixir only" costs or "gold only" costs is irrelevant. Who cares how much it costs to upgrade all 4 army camps, or both dark barracks (twice each!), or the lab, or the spell factory, or all the troops? Who cares how much it costs to buy and upgrade both X-Bows, and the Archer Towers and Cannons and Mortars and Seeking Air Mines and... Sure, it's a long list, but really, all those costs just pale in comparison to the cost of the walls.
So really, what ends up happening is people throw out this really big number. "1 billion OMG!!!" and then they shut down any further rational discussion.
But that 1 billion comes in two parts: the level 9 upgrade (at 1M a pop) and the level 10 upgrade (at 3M a pop).
Rationally, the level 9 upgrade gives you a wall that's twice as good as the previous upgrade, for the same price. With 1M gold and 1M elixir, a TH9 can buy two level 9 walls, each granting 1000 extra hit points. A TH8 with the same resources (which are harder to hold due to larger loot rate) can buy 2 level 8 walls, each granting 500 extra hit points.
Anyway you slice it, the level 9 upgrade is bass ackwards.
But wait, ONE BILLION GOLD! Okay, conversation over.
See how lame that is?
