Believe the highest th8 in the world right now is lvl 236 or 237.

I'm a completely maxed TH8 currently (valks are still upgrading to level 2 though), and I have just started upgrading to TH9 today! :)

I left th 8 100% maxed at level 82. I got really lucky and got all my walls to lvl 8 during the few weeks that level 7 walls and up were both elixir and gold.
