Major edit of the below, I was wrong about it not affecting below TH9, updated to just be accurate info.
Update on base rating change. I looked at all our bases pre/post update and learned something. I'd love to get specific transition data from early TH9 without AQ (yeah who does that?)
In order to estimate the degree of change if it's a consistent percentage change, I took the two base ratings (gold only) and calculated a min and max change possible. I then took the maximum of the mins (lower bound) and the minimum of the maxs (upper bound) to get a range. It is possible that the minimum of the max (upper bound) is understated*.
I'm going to list only 3 bases of interest here
- kick ♥♥♥ went from 97 to 90 (max of min)
- Sservis went from 57 to 55 (min of max) known few traps upgraded, might have been 57 to 54 otherwise (and then different base would be listed as min of max.
To calculate the minimum possible change, assume the base rating is a rounds down rounding and the prior rating rounded down not at all (actual = prior) and the current rating rounds down almost completely (actual is almost current + 1). The formula is 1 - (current + 1)/prior. For kick ♥♥♥ that's 1 - 91/97 or a 6.19% change. This is a lower bound on the amount of the change.
To calculate the maximum possible change, assume the base rating is a rounds up rounding (it's wasn't, I've seen 0's pre Air Sweeper update that would have rounded up to 1 if it rounded any small decimal up) and the prior rating rounded up almost not at all (actual = prior) and the current rating rounds up almost completely (actual = current - 1). The formula is 1 - ((current - 1)/prior) For Sservis, that's 1 - 54/57 or a 5.26% change. This is an upper bound on the change and may be understated.
Upper Bound - 5.26% (may be understated)
Lower Bound - 6.19%
The bounds are backwards.
* upgrades between wars would cause the change to look smaller than it really was which would likely show when the minimum over all was calculated
