Most reliable and efficient 1-star and 2-star war attack at TH9 - TH10?

I often see people attacking using troops and a strategy with the clear intent of getting three stars. However, both the troop levels and the strategy was doomed from the get-go and resulted in zero or one stars. In almost all cases the one star (and certainly the zero star!) could have been accomplished in a cheaper and more reliable way. On the other hand, the player may not even have troops at a level where they could stand a chance to get three stars (early-mid TH 9 with TH 8 level troops getting matched against maxed TH 9 or TH 10 - happens all the time in war), so they should focus on getting one or two stars instead of even trying to get three stars. In doing so, a completely different strategy should probably be chosen.

For example, I see people bringing under-leveled GOWIPE against a TH 10, resulting in zero stars. However, against a spread out base, a 220 troop barch had a serious chance of getting one star. With certainty, a GIBARCH attack would have gotten the one star without paying much attention to timing.

So, my question is, at TH 9 and TH 10, what is the most reliable way to get one and two stars respectively in your opinion? Also, if there is a cheap way to get it done, even better. In other words, maximum efficiency in achieving the one or two stars. I am looking for a blanket strategy that you think should work against ANY base, similar to what an all-drag attack will do at TH 8 and below. Of course we know that there is no such strategy 100% of the time at TH 9 and TH 10, but if you think there is one that works 80% of the time or more, that's what I'd like to hear.

Many people struggle the first couple of months at TH 9 because they still have TH 8 troops. This will also be interesting to consider. So, the following matrix is what I'm interested in hearing your opinion on (including comments on troop composition and anything else you think is important):

In my opinion..
What I use is 6 witches, 8 wall breakers, 8 giants, rest wizards and make sure you have one golem in your clan castle, max prefered. And you basically attack like a gowiwi but instead of using a golem on each side, you use the Giants and use the golem in the middle. I'm not sure if that made sense, but good luck and let me know how it goes! All these troops equal 220 camp spaces as I'm a th9 :)

Why would anyone ever go for the 1 star? If that was the case then why not barch 50%. IMO always go for 3 stars so your clan doesn't have to use another attack to clean up. And that's why you have to take into consideration what to build at a new th level or opt out of war to let our offense improve. Any th9 should be able to 3 star another th9. For a new th9 I think hitting high th8's or opting out is the best option.

For a single star, I'd have to go with a tactical balloonion, which is extremely good at clearing out percentages

A very effective 2 star balloonion strategy, building on the 1 star strategy, is one I've seen by a YTer called 'ClashWithEd'. What he does is bring 5 wallbreakers as well. He clears out a path to the town hall, as well as defences around the base (for %age) with his loons, minions and a few rage spells. He then sends in his CC golem, heroes and wb to get to the core and take out the hall: especially useful in war if the TH is offcentre!

I'm sure it wasn't Ed that came up with the strat, but the attacks I've seen from him always seem very clean and well executed.
