As per title, can this airdef hit a balloon bombing this mortar?

No. The mortar has to cover more than half of the defense for that to be true.

I believe it depends on which side you come in..

If the balloons come in from the top left side, the air defense won't defend this set up.

Depends on your attacking direction.
