Pausing builders would be a good idea if you have 0 builders left to build anything yet you have gold left that people can take therefore starting to build the new defence or whatever you are upgrading stops your gold from being taken whilst waiting for another builder to become free.
There would be no loot left in bases. If a player was upgrading something and it took 14 days, he could just pause the builder and spend the gold/elixir he earns in the meantime to upgrade walls, so he doesn't risk losing it by getting raided.
I agree it would upset the loot balance tremendously. Little to no resources would remain in bases except the inactives which is rare in crystal league and up.
I guess someone already had this bright idea.

I think it's a great idea for a whole slew of use cases, including:
1. last minute pre-clan-war prep
2. use up resources before a shield ends (ie, walls)
3. I think because of #2 there should be a penalty .... otherwise you could pause a builder 10 times to "start" 10 different buildings before taking a long break from CoC ... which wouldn't be fair to people raiding your base

This is not a new troop or spell idea. Anyways, this is a terrible idea.
