While asking apple for a refund, you shouldnt cap it at 30 bucks, be sure to ask for every last penny you spent on clash.
You used to contact support by email, now it's by chat in game.
OP If someone else is connecting then you need to go back to support and ask them for a recovery code nd link it to another game centre account or this will continue happening.

OP, after reading your posts, it seems you're far more bothered over losing a few gems than the greater problem here which is.. identity theft? Even if you received $30, or $3,000,000 worth of gems, there's still someone accessing your account who'd toss all of that out the window.
I honestly think you should figure out the issue with your account ownership before pleading a case to SC.
I contacted them by chat in-game not by email, if that's what you're saying.

how can it be both? you can only save your village using either a game center account or a google account
