My suggestion is that he could control his troops like... its hard to explain but he makes his own troops based on the leavers troop level and army camp space.. only problem is the skill of THAT player which could probably could never be dealt with or solved.

lets just point out that a lower player could still get max troops in the clan castle, so with the right troops a th5 could beat a th8
Understood they leave during war. And in an earlier post it is said they would do this because they are fed up. So take a step back and ask why they are fed up. That is what I am pointing to as being a sign of a badly run clan. A well run one does not have stuff for guys to be getting fed up with.
So I think there are guys here more focused on the wrongness (and it is indeed wrong under any circumstances, I don't defend it) of guys leaving during war. But the leadership of these clans are not looking at themselves in the mirror and what they might be doing wrong to create the situation that leads to the guy leaving. if you think the only answer here is to punish or prohibit the leaving I fear you will never stop suffering the fallout. Rather than take this as a critical attack take what I say as something important you should consider so to improve your clan and to reduce/eliminate this problem.
We are an extremely well run clan. We average around 18500 clan points. The people who join are just th snipers who have a ♥♥♥♥ base so it doesn't bug me when they leave. HOWEVER, it does but me when people leave in the middle of a war for literally no reason. The only thing I can even think of is us telling the people who have taken 300 troops and given nothing to donate. Even then those people suddenly go donation crazy to get 400-500 donations. The problem I have with this is that the clan as a whole is punished in a war when someone joins, makes our opponent more difficult, and leaves halfway through prep-day.
Fair enough. I have made my point. I think you know what I was trying to say. What I am not going to say is who here it does and does not specifically apply to because I am not in any of these clans to know that for sure. I also don't want to keep pushing it because my goal is only to offer what is a maybe a little harsh sounding but intended to be helpful point, and not to start flaming guys or pointing fingers. So better I stop here.
I really think one of the root causes of desertion during war, is rampant unvetted recruiting for the sake of growth.
Almost all the threads posted on this subject, relate to new untried members leaving. This is a recruiting issue for the most part.
Clans always seem to want one more for war. There are even recruiting threads on the forum recruiting last minute people.
Often too, clans are way too happy to accept a high th, without being able to offer anything substantial.in return.
Not sure what I mean ? Then if you are game, just go into global when you are in crystal or masters. Better still go in clanless.
If you have a constant problem with deserters, do yourself a favour...stay small or make yourself smaller and be very selective when recruiting. Grow slowly and get to.know members. There is plenty written about ways to protect yourself from untrusted recruits in other threads so I am not going to mention them here.
As to the OP’s suggestion on substition... ANY VARIATION to game play that is applied only in occasional circumstances WILL BE EXPLOITED. It has to apply in every situation to be remotely fair and equitable to all parties.
The obvious exploit here, is that rank in war is dependant on defensive capability, so the lower substitute could be the better armed and possibly better skilled attacker.
