A damage reduction would in effect treat the defence as if they were a level or more lower than they currently are, some more so than others.
To give an idea on how finally balanced things are, a person with a lvl4 Barcher army will have limited success, 1-2 stars, at taking out a TH7. With just the few points added to the Barbarian and Archer unit's health and damage when upgraded to level 5, the odds of wiping out a TH7 (aka 100% 3 star) increase dramatically verse the same bases with the same tactics.
So yeah, there would have to be a very good reason for a flat X amount of damage ignore feature to be put in game, since that suddenly changes the math of how things works in relation towards the unit.
