OK, first of all, max out your camps ASAP. Those are exremely important if you want to get a DEFINITE shot at 3 star. Otherwise...

I think doing 24 balloons, rest minions would work.
Or if you don't want to re-fill your dark barracks, then 26 bloons rest minions. yay math
2 heal 1 rage or 2 rage 1 heal. I think you should stick with 2 heal 1 rage for now, considering you have less space and your balloons are only lvl 3.
Get those to lvl 4 asap. it helps a lot :3

First of all, get dragons. That should be your #1 priority. You will be able to 3 star any TH7 with lightning and drags.
Until then you have a couple options. Giant/Wizard/Healer. You are going to need help from your clanmates. CC dragon, max loons, max giants, max hogs or something with some punch.
Another strategy I saw once that worked was a hog rider/minion combo. Would need a minimum of lvl2 each. All heal spells, and you must lure and kill cc or your toast. Giant Bomb locations must be determined and pre-healed. Again only saw it once and don't know how valid it is.
Dragons is by far a guaranteed 3 star option. I do not recommend balloonion as some others stated. Balloons are not a realistic option until lvl5 IMO. unless air defense is extremely underpowered for TH level.
