I am getting so tired of not being able to see or help my friends, followers, or even see someone in my neighborhood that needs help! Getting to Greg's farm can be painful, depending on how many rss's you have to go through.
Problems started with introduction of the Derby/ Spring. And we are now on the 5th Derby,
I realize the issue is localized to Game Center, but what is the point of having friends, followers and follow farms if you can't utilize them?

Nick had said, friendsbar fix will be in next update, so that can maybe take some time.

About getting to Greg's farm, it can be done a bit easier, if you have contact with someone around lvl 100, so the trip through shops will be shorter.
I was able to get a markedly increase in speed opening my friends bar after I factory reset my iphone and then updated to ios 8.3 I don't know if it's simply the updating to IOS 8.3 that did it or the factory reset before hand. but it went from hanging and freezing the game to opening and running like it did before the derby. if the next update makes it even faster i'd be over joyed but already I'm seeing speed that is on par with previous versions.
I hope this helps in the mean time while waiting on next HD update.
My friends bar is actually working, but pauses for a second as it's loading...doesn't usually take longer than 2 seconds to fully load, but what doesn't work sometimes is the help tap.
Sometimes it does what you are describing with the friends tab...friends are flagged for help with genuine help request, but they don't show up on the help tab. Sometimes (coincidentally?) after I've looked at a few RSS either from the DD or just from my friends bar, the help tab will load. Sounds like sort of the same issue but with a different tab?
Edited to add: I've only downloaded 8.3 on one device so haven't really been able to test that.
Downloaded iOS 8.3 yesterday and the help tab still pauses for 2 seconds before it actually appears. What my hoodie and I noticed was friends who we usually see everyday on the "!" Tab never shows up anymore. And I know they're playing as much as we are. It sucks cuz we rely on the "!" Tab to see who needs help. Can't help if they don't show up on the tab. This started to happen when the derby was released. SC needs to look into this ASAP.
TexasLea and D2, apologies for not helping lately. U two are the ones I'm talking about. Never see u guys on my "!" Tab anymore. I used to see u guys at least 3x a day :(

Is was then she noticed they needed help but they weren't showing up on her help tab. I suspect most casual players aren't aware of this glitch so they aren't reporting it at all :(
