Ok so I have a main account that's on my iPad and Samsung 10.1 2014 tablet.
I have a secondary account on my note 3.
If possible I would like to be able to play my secondary account that's on my note3 on my iPad.
Hopeful End result - Main account would only be on Samsung 10.1 2014 tablet, Secondary account would be now on iPad and remain on Note3.

You will need to use the LINK device feature.
To do this in your case you need to be signed in to the Google+ account on your Note that has that specific village saved to it and then create a new second GC account.
Log in to that account on your iPad. Link should now be possible.
Obviously the Note is the 'old device' and the iPad is the 'new device' when doing the link.
