There should be a penalty for leaving during clan war. Everyone could be given an accept/decline option in their inbox to start a war. If someone accepts then leave they should be heavily penalized.

There'd have to be a way to differentiate between a deserter or someone just temporarily leaving with permission
no this is a clan management issue, just don't let newbies straight in to a clan war.
Wouldn't work. If they were going to leave during war, chances are they don't care about the clan and wouldn't attack anyway. It would just be free stars for the enemy.
War is about teamwork, not forcing members to fight.
Here is why taking punitive action against a player for the act of leaving a clan at any time is a bad idea.
SC has a long standing policy of not putting a negative statistic/badge/mark/rank/etc. of any kind on any players profile. They have a fairly strict no name-n-shame policy, as they should. You can accept those ideas as ruled out at face value.
Also, in an effort to not only help the OP understand the horrible repercussions of their idea, here is a list of many of the most common things successful clans do to prevent "D-bag hoppers" from being a nuisance (a nuisance, not a problem). Quoting myself from a recent thread again . . .
All of us clan leader types have experienced this and learned to preventing through our own leadership skills and clan rules. There is no need to institute a system that will punish the most social and giving players while making the lowest quality players more destructive.
In my time on the forum here I still have yet to see the answer to these simple questions. Why do you want to force somebody that you don't want in your clan, to be stuck in your clan? What does that say about you as a person?
The reason your suggestion would be a problem is because they already don't care about your clan. What they are going to do is either drop a barb twice so that they have attacked twice and don't get penalized or worse they will troll your clan doing damage to it until you are forced to kick them, again avoiding the penalty. Both those things are worse than if the guy simply leaves.
This is a clan management problem. Do not let new guys opt in until they have sat *stayed put) through at least one full war. Also require that they actively spectate during that war so that they can become familiar with your clan's attack strategy. (If there is no set strategy that is another clan management issue to resolve) Note that this is also how you head off the problem from happening in the first place instead of (as you are suggesting) letting the problem happen and seeing if you can do something after. (which you can't because they will dodge the punishments as described above.)
