I'd max all the defenses. Usually I do walls last

I would say that it is best to upgrade everything to the previous TH's level before moving onto new stuff. However, despite that, at TH9 getting Loon/Giant 6 is very attractive, due to the huge boost in performance - even though this may take some time, it will increase the loot you get dramatically.
Splash damage goes first. Prioritize wizards and mortars but you really have to work on walls at some point.
