If a clan member leaves in war, they should be added to all the clan members defense list of people who have attacked them so everyone can destroy his base.
Might do this for anytime somebody leaves. Might cut down on some of the abusive behavior of some people if they have to answer for things they do before leaving.
this can be abused in many ways, like for example a loophole to transfer resources from one base to another.

You make the decision to bring people you don't "know" in wars, not anyone else.. it’s time to face the consequences of your own choices.
The idea and support for it is all short sighted. If there is any sort of penalty for leaving during war guys will either get around it by dropping a barb on each attack to meet the requirement that both are done. Or worse, they troll the clan (causing other problems) until the leader gives in and kicks them. Both of these are worse than the guy simply leaves. In other words, if you stop one way for a guy for being a dink they just to get around it resort to worse ways to be a bigger dink instead.
There is no good way to stop a guy from leaving so instead you need to protect yourself from the guys that do.
When someone joins a clan always opt them out of the first full war after they join. A hopper has not the patience with this and will leave. You don't worry about the guys you lose this way because they are the ones that were going to screw you anyways so you are glad to have them out of your hair. Also, just in case they are just there to scoff troops either (hard way) refuse to give them anything until after waiting period or (nicer way (go ahead and give then something good) the advantage is that guys just there to scoff troops will take off after they get them but that's before your war at least.
If you do the above you will not change the amount of hoppers that come to your clan (whey will always be and they will always suck) but at least you are not going into war with them and then getting screwed that way.
