I don't see why this couldn't be implemented. it seems reasonable.
It is large enough to do it's job, and that's about it. The lower lootable percentage reduces 'butthurt' from people getting war loot, and later being raided. Also, makes sense that a castle would be more secure at holding things. Plus hold less since it isn't a full dedicated storage building.
Downside is that it (very likely) doesn't count towards loot cap, so holding onto a full CC, with enough loot in storage to upgrade a couple things (yeah, that easy to reach cap most times) will have you liable to losing more than you would have from a bad raid than if you just collected it. It offers protection for a small amount of resources, and can't be voluntarily filled back up. Even if it was fillable at will, the size isn't that significant for most things at the max level it was meant for, and holds even less for people who don't level up the CC.
It would be broken if it held more and was refillable. As it is now, as a small buffer for war loot, it's fine.
Likely a psychological thing, since really it isn't practical to just save loot like that. Either they forget to collect, since it can be easy to do, or they feel like it is safer there, and put off using it longer than needed out of a strong fear of lossing loot, when the loot in the CC isn't all that much anyway.
The wording on that threw me off.
But if that is true, as in the CC does not have a reduced % lootable for DE, that is a load of @#$%. No need to go into details, we can all see that is just bad if that is the case.
