should I get xbows right away?

Not sure how this is helpful in anyway. Lvl 1 xbows seem pretty weak in general, at least in war. I have attacked plenty of th9 with lvl 1 xbows and wrecked them. I think I'm going to hold off on xbows. I prob will upgrade my clan castle first along with my ad. Would spending 5 million for 5 extra troops be worth while at the start, or would my gold be better spent in another area?

CC is well worth it, better than xbow. If you are the top player don't rush to get xbows before you can three-star early to mid-TH9s (say, when you have 220 space and lvl 5 hogs and AQ 5+). You may draw TH9 now because there is always some variance in match-making but if you build 2 more xbows you will draw much harder TH9s on average. And if you are the top guy and can't 3 star these TH9s I assume no one else in clan can, which is bad.

Yep exactly what I did, I had full gold, elixir storages to get ready for th9

I did my xbows right away, then built my new defenses. I took a few wars off until I got things settled but glad I did. I was #5 in the last war and prevented the 3 star, without the xbows I would have been 3 stared. In farming it has protected my loot quite well, as the xbows were being built I was attacked quite a lot, as soon as they were done they have dwindled, and even won a few. I just started my CC a few days ago, 2 camps are done, 3rd will start today. There is not right or wrong, just do what you think is important to your playing style.
