I'm an almost fully upgraded TH8 with 87 black walls left and a couple troop upgrades. I was wondering if I should purchase both xbows when I get to th9? My worry is that by buying both immediately I will be placed too high in war. Defense is important in war, but I believe offense is more worth while. I'm afraid that if I buy both xbows that I will be matched against people that have been at th 9 longer, and therefore might have higher troops. Thoughts?
If you are worried about being placed too high in wars then don't get the Xbows until your army camps, spell fact, CC and AQ (up to at least level 5-10) are done.
Will xbows effect my war rankings significantly? The reason i ask is because I noticed that at TH 7 all of my defenses were higher than my clan mate, but he was ranked higher. Some of my defenses were 2 levels ahead, but he had 2 teslas and I didn't. Once I bought the teslas I was ranked higher. That made me wonder how much weight is given to extra defenses.
I guess the best example I can draw at the moment was in some earlier wars when both my account and my GF's account were placed the same war.
I arrived at TH9 about 2 weeks earlier than she did, my ranking on the map usually was higher than hers, I left my Xbows at level 1 while I focused on maxing the rest of the new defences to TH8 levels. When she arrived at TH9 she chose to max her Xbows and left the new tesla, wizard tower and air defence at level 1, archer tower she left at level6-7.
Once she got her Xbows to level 2 she started outranking me on the war map, despite the fact that my other defences were much higher than hers. She continued to outrank me while I maxed all my other defences to TH9 max right up until I upgraded my xbows to level 2.
Building 2 new xbows will shoot you up the war map. If you do it before you can yourself 3-star weak TH9s (like yourself, i.e. the opponent you will draw just by being in the war) you are somewhat of a liability. If you are right at the bottom of the war map though and there are lots of heavier hitters than you, it shouldn't matter a lot. Each guy has two attacks after all.
I personally did one xbow and quickly did my archer and wizard tower, remember to leave some gold for those walls you get 25 more, you want them to like level 5 or 6 right away. Remember to do your splash damage quickly mortars are not too expensive your wizard towers are awesome at level 6&7 but very expensive.

I'm the leader of my clan and also the highest ranked person on the war map. I already pull TH 9 bases with my current TH 8, which is why I'm worried about the xbows being a bad decision. If you don't care as much about war, xbows are a good deterrent.
The number of defenses seems to carry more weight then the level of defenses. Xbows seem to carry a huge amount of weight.
I waited a week or 2 to drop my xbows and don't regret it. Even if you start them right away it will be a week until you see them in regular play and at lvl1 they are still pretty weak and won't scare off the bigger attackers.
If you are worried about war the one defense I would drop right away is the ad to help scare away those pesky drags.
