New clan member notification

Every week that we have new players there is something that goes wrong. We need a way to deliver a set of rules to new players that can be easily edited (not completely rewritten every time) when we need to tweak them. This should be persistent so at any time a new player can review the clan rules (like before war). Co or leader editable, large enough to communicate clearly (slightly larger than clan mail would be nice) this would provide relief from the never ending goofs that new clan members make (low level troops in war cc's, failure to attack the correct bases, general behaviour/language issues).

The message should display on acceptance/joining and be available from inbox. Adding to clan description won't work because we don't want to publish our war strategy to the opponent clan.
