Hmm, no, I think the HP is fine where it is. Remember, this is meant to support by weakening all the structures for all other troops in your army, and isn't a primary damage dealer. 146-206HP troop will be difficult to keep alive, and this troop could make a big difference in a raid or war.

I think it is fine as it is now, but I have a feeling I will be changing something about this troop soon to make it more powerful, so maybe then.
Exactly. Now, for my main post:
I am looking to getting rid of the permanent damage boost upon deployment. However, I still want something that will enable the Volcano Mage to weaken many buildings at a time. I was thinking of an "aura" that follows him around and makes all buildings inside take more damage, but I thought that may reduce strategy. If anyone has any ideas, please tell me :)
I honestly think it's fine the way it is right now. I don't think I'd want this troop to be too easy to use and get used to, so if there were to be a little aura for the VM to rap around the nearest buildings, it may be even easier to destroy structures, and even less strategy, like you said.
