And even if it wasn't, do you honestly think thay Supercell would give you 24 gems per day? That would completely kill their revenue would virtually disappear! That's 168 gems per week! It would be a MUCH lower number than that, say one gem every 12 to 24 hours.

Wow, I bet that's never even been thought of before. Really creative idea, and you obviously put a lot of work into this post. I hope you make it big with this 'gem'.
I agree entirely with kingslayer. This has been ruled out by SC already, and so this isn't a possibility. Also, this would essentially be incentivizing the exact wrong thing for SC.
If you buy gems, you would become the subject of more attacks, thus losing more gems, thus defeating the purpose of buying the gems in the first place. Besides, the regularity of a "gem drill" would also lower the premium value of gems, and thus render them a rarer form of Dark Elixir.
Taking this on as a thought experiment, however, could be kind of interesting: What setup would allow the best sort of "free gems" earned through the game? Personally, I think the obstacles are already enough, but let's put that aside and look at other possibilities.
Basically, SC would need to ensure that green gems remain the premium currency and serve as the most important form of currency throughout the game. As I mentioned before, the idea of "stealing" gems would most likely not work out well. So... I think that if SC chose to implement this feature (even though they will NOT) they would most likely add the gems as a sort of daily bonus, or maybe a random event occurring during a raid. One thought might be that the same logic used in wars to determine Most Heroic could be used in normal battling, and any attack deemed "Heroic enough" received a small number of gems, thus inspiring people to do better and better attacks. Also, a war bonus might include another very small number of gems to every member in the event of a victory.
Obviously, you could theorize on this forever, and I've presented some of my own ideas, but I think the most important bottom line is that this is never going to happen. (Which may not necessarily be a bad thing :p)
