This is why people experience mismatched wars. Here's an example of why I don't want to bet, regardless of where the money comes from.
My clan is matched with another clan (say 10 vs 10 for the sake of argument). The enemy looks like they all rushed their town halls (doesn't matter what level). I decide to bet against them and they take the bet (doesn't matter the amount of gold or elixir wagered). Ok, so the betting is done. Now prep day is going and betting is closed or however it is done. So, the enemy clan decides that the pot is big enough and takes advantage. They all decide to buy their new defenses and upgrades with the saved gems or money or however else they got it. Now the match is uneven in favor of the enemy. And oh no, I can't take back the money I bet which I am now going to lose. No big deal, lesson learned. So now you got to think about the future. How would this affect me? I won't do it again. How would this affect the community? Everyone will do the same. Now you got a broke mechanic in the game.
That was just an example.
We get free money that drops from the sky from the loot bonus during war already. This is why betting is not necessary.
My clan does not use their "best" troops. They use their "best" army attack based on the enemy defense. Using all pekkas or all dragons don't always produce a win. And buying all dragons or all pekkas is not cost effective if you are the underdog. Leaving the clan is not the answer either. It's about earning the most out of the war. We still get 30% of the bonus just for warring. So if it looks like we are going to lose because we are the underdog, then I advise the clan on who they attack and what amount of troops to generate so they are not wasting their resources in a futile attempt to win.
Edit: Another point I'd like to make. Gambling can be put into ANY game. There's a reason other games just don't do it.
We could debate your points back and forth all day. But the simple fact is that wars cost money. Winning wars will almost always cost more money than it would to just show up with cheap troops and see what happens. I didn't mean battling blindly with all pekkas and all dragons or the like. I meant as you said, using your best combination of troops. Rarely will you win wars if your whole clan barches their way through battles, meaning you will need to use good troops somewhere. Whether it be only a couple expensive troops or fully loaded with them, doesn't matter. You still have to purchase them. On top of this, good clan members with high level and expensive troops will be donating a lot to other members to give the best chance of winning. I get lots of requests for expensive level 5 golems, but never for a cheap level 4 goblin. I wonder why... There is a reason some troops cost more than others. They increase chances of winning more stars (obviously when they are used the right way).
You mentioned more than once about your clan being out-matched in wars so many times... Perhaps you aren't out-matched as much as you think. You are just doing too much math in your head and worrying about breaking even or better on your war battles. Maybe bringing better troops to battle would bring your clan more victories. Instead of deciding for yourselves that you have lost the war before it starts, why not give yourselves the best chance at winning (by using the best troops/combinations which are almost always more expensive) and let your gameplay execution decide the winner. I'm guessing you'll find that bringing troops that would give you the highest chances of getting 3 stars in battle are very rarely going to be troops that will gain you much loot by the end of the war (especially when combined with all the other war expenses).
To further your chances of winning, you need to not only bring good troops for yourself and donate good troops to clan mates, but you must also fill war bases with good troops (again, usually more expensive). If you don't do these things, you will always feel out-matched, but that's in your hands, not the fault of a bad matchup. I'm not saying mis-matches don't ever happen, but they happen a lot less than you think if you play your war correctly. In the case where you feel mis-matched in a war, feel free not to "invest" in yourself as the winning clan. This idea wouldn't force you to bet or match the bet of the enemy clan. It would just be an option.
Aren't you already gambling every time you decide to attack someone? You are gambling that your troops will get you to your goal (whether it be trophies or loot). If your troops are successful, you've won the gamble and you gain loot/trophies. If not, you lose. Same idea just applied proactively to wars.
If you think "gambling" is a tarnished word that puts you off to the idea, think of it as "investing" in your clans success instead. It's optional. Nobody would be forcing you to do it...

another thought...the people (from the winning clan) that filled their clan's war CCs up receive a % of the money back. most people don't realize how fast those donations add up. Me being one of those few in my clan that donates lvl5 wiz, lvl3 drag, lvl1 valks etc...really go in the hole for war, this should be adjusted I think.
Don't war if you have to whine about how expensive it is. It's not all about the loot. It's about strategy, clan perks, and having fun; it's optional.
What about age restrictions? Won't some parents disapprove it and not let children play?
On the other hand.
I still like how the idea works. It would even be nicer if they could feature famous COC people.
