Rushers/premies will say "no" If you are a war monger or a trophy pusher then "yes" finish them. Lava's make enough of an impact in war to can mean the difference in a star or two for ground assaults. Lavaloonion enthusiasts will say walls do not matter. They are correct for air attacks, no matter what level your walls are you need a good base design to counter act the air attacks. Build a base that double/triple coverers AD with each other, this will help stop loon/lavaloon, the ground attacks will be slowed down by the walls. It is a give and take, the object being to only give up a star or two. At higher league play, loon/lavaloon seems to be the attack of choice as they are going for the coveted measly 1 star win. Personally, walls never make me hit next, but it is worth it to finish lava's IMO. I did not finish lava's before going to TH10 but I am wishing I had done at least half before I did. Get your hero's to 20 before going up too, makes all the difference in the world.
You have to have something to do while upgrading hero's. I am just over half way and I still have 10 levels to do in my Archer Queen. I have a friend that went early to TH10 and he has struggled to get into champs because his hero's sucked. Walls make a big difference in ground attacks even if its just hero's in war.

Goals
How important are max walls to you? I've written this assuming that they are very important, if they are less important, that's a point in favor of upgrading.
Builder Time (Royals and TH10)
Based on your signature, you have 265 days of TH9 heros to go (BK11 is 130 and AQ10 is 135). TH10 has about 795 days of builder updates. So once you've finished the gold/elixir updates you mentioned, you'll have ~1060 days of builder time left.
Resource Costs
TH9 buildings: 315 million (almost done)
TH10 buildings: 530 million
Lego: 250 million (you've done 15 million of this)
Lava: 750 million
Zap: 1000 million (or a billion)
Resource Acquisition
How long have you been at TH9? In that time (assuming you were max at 8), you've acquired/spent 330 million in gold/elixir. You have 985 million to go, you're about 25% of the way through the gold/elixir requirements of TH9.
Everything I have seen suggests that gold/elixir are easier to acquire at TH9 than TH10 (excluding gems which are the same cost).
Given where you are, would you rather farm 985 million gold/elixir at TH9 and 1530 million at TH10 or 2515 million at TH10? (add in the cost of your remaining upgrades where appropriate.
My thoughts
Based on the remaining builder time versus the remaining gold/elixir needs, it doesn't seem like your bottleneck is builder time, but rather resource acquisition. As such, idle builders shouldn't concern you.
Since DE should be easier at TH10, I would not worry at all about the levels on the Royals before upgrading (unless you are serious about Clan Wars). However given that gold/elixir is harder, I would finish the walls to your desired level first.
If you could have farmed/played more, but did not due to not being able to use the resources (all builders busy, no way to dump to walls), then when you eventually go TH10, it probably will be better to intentionally leave one builder idle all the time, rather than ending up with multiple builders idle at the end while you finish walls.

Yes, it is worth it. Building defenses is the easiest thing in the world. To the people who rush to th10 and have max infernos, lvl 8 ATs, lvl 4 heroes, and pink walls. I just say: THANK YOU.
DE is by definition NOT better at 10 than th9. 9 has higher grabs than 10 because of the loot penalty. If you need to build a 2.5k+ DE army to net 800 DE from somebody...I'm afraid your logic is flawed.

Yes and no.
Walls are an endless loot dump, or nearly so. And as a new th10, maxing defenses before you have max troops and near max heroes is a recipe for disaster.
I would recommend getting to at least 20/20 heroes and doing as much walls as you can at th9. When your lab is done, you need to make some tough choices.
You must decide if you can wait months endlessly working on walls or heroes or if the new toys are just too important.
And as a new th10, max offense, troops, but don't max your defenses right away.
Why not? Because defenses are so heavily weighted in clan wars.
I didn't max walls at th9. I went up when defenses were maxed. And then I went about maxing th10 defenses, after all, they cost less than full lavas.
I stopped doing th10 defenses last month(a few weeks from maxing) as I realized I was only hurting my clan if my offensive strength didn't match my defensive strength. Most so-called war mismatches result from unbalanced offense and defense.
Walls and heroes have little weight in clan wars, so it is wise to max those as much as possible.
If you do go up because your lab is empty, go the 9.5 route for awhile, with no new defenses until you have maxed camps, cc, some troops, etc.
But going the 9.5 route means you need to dump gold....so walls will suck up your gold, whether those are legos, lavas, or zaps.
Now, the problem with 9.5 is that a th10 without ITs is vulnerable. Maybe keeping them at level 1 is enough....just don't max xbows or ITs until you have very strong heroes.
I love th10. I have never had loot issues. My walls are cruising along, as are my heroes. I go days in masters without being attacked. I can usually 2 star my mirror without problem these days.
I still have a long way to go on heroes, but it is a long process.
