Mines and barracks are not mandatory and at th 7 I think it is neccesary to have a Barbarian King and lightning DE storages is helpful to get this I stopped and started raiding but for those Th 7 unfortunately lightning DE storages in the earlier stage is the easiest and least need of skill to do it.

As you know, you are forced to upgrade to level 2 once you go on the game. So what of other TH levels?

Before upgrading to TH lvl. 3:
Upgrade as soon as possible after building all available buildings.

Before upgrading to TH lvl. 4:
Max out everything. TH 4 gets you lots more buildings and upgrades, so you will want to be able to upgrade some immediately.

Before upgrading to TH lvl. 5:
TH 4 is a sweet spot to be if you have enough high level defenses. You could really stay at TH 4 for a while. In other words, max EVERYTHING out. That means gold mines, elexir collectors, gold storages, elexir storages, and defenses (and barracks!)

Now you are at TH level 5. This is an exciting level of town hall to have. You are finally not a beginner anymore.
Before upgrading to TH 6, max walls, troops, and gold mines/storages and elexir collectors/storages. Air defense, mortar, and cannons to max. Archers towers to lvl. 5

Before you upgrade to TH lvl. 7:
Max out everything.

Before you upgrade to TH lvl. 8:
Max out Archers Towers, Cannons, Mortars, Air Defenses, Barracks (Don't bother with dark barracks yet though), Make sure you have DE storage. Barbarian king is a nice-to-have, but that can wait (unless you want to gem it), also max spell factory. Wizards towers should be at level 3 by now. 1/2 or so walls should be level 7.

I consider TH 8 and over "expert", but don't gem to get up there.

Before upgrading to TH lvl. 9:
Max everything out except barbarian king. That should be level 5 or so.

Before upgrading to TH lvl. 10:
Max. Everything.

Notes: I have not mentioned troops much, but keep those as high as you can. Same with the laboratory.
Also, I know that town halls cost A LOT. I find there is a reason for this. Save up. Take your time. Don't Gem. It will help in the long run.

Remember:
Loot penalties are brought about by premature upgrades on Town Halls. Don't be premature.

On this maxing thing, I am at TH6 and I've upgraded all but my walls and my collectors (including all troops and spells in my laboratory). Would it be prem to upgrade to TH7? As I don't want my other builders to be bored during the TH upgrade? Surely I can catch up from TH7 and at least upgrade my troops in the lab while I do so?

Up until TH 7, the maxxing arguement is laughable. Rushing to TH 7 is a great move.

Depending on your style of play. You don't need to max out ANY level.

If you really wanted to you could rush to TH 7 and max everything thing there. then continue to max everything at 8 and 9. Just because farming without lvl 4 troops just itakes forever.
