Create a new clan with higher levels using gems

For example, a player can create a level 1 clan with 40000 gold, level 2 clan with 800000 elixir, level 3 clan with 200000 dark elixir, and level 4 clan with 10000 gems.

EDIT: Only clans up to level 5 can be created by gemmers, levels 6+ have to be achieved by clan XP.
A level 1 clan take a minimum of 296 days to advance to level 10, but a level 5 clan created by a gemmer take a minimum of 238 days to advance to level 10, which isn't a lot of time saved compared to the total number of days.

it gives them an unfai atvantage in war

What about only clan levels up to 4 or 5 can be gemmed, higher levels still need regular gameplay.

exp whether personal or clan cannot be rush with gems
