There should either be an option available to the leader to replace someone who leaves the clan during war prep/war. Or, Lock players into war & do not allow them to leave Clan while Clan is at war or in war prep.

Not lock them into the clan. Lock them into the war until it's over. You're not war eligible until the war that you're in is over anyway. This way you just can't leave a clan stuck with an empty spot. Eliminates hopping.
They wont "not do anything", in fact they are likely to do pleanty. Since they cant leave they will try to get kicked instead. So they will troll the heck out of your clan and do all they can to be a problem and mess up the war effort until the leader kicks them. They are alreaduy a jerk, you can't change that. You are better off if they simply left.
At least for the rest of your war they can't do another war and a lot of clans will reject them for having that timer so its harder for them to join another clan that's worth joining. But other than that you can't add any other restrictions without hurting innocent people too so it has to just stay the way it is.
Leaders have to use the tools they have been given to screen guys before including them into a war. Or they can skip it as long as they are ok riding out the circumstances. (some are)
I think you guys are just fixated on the part of locking in. There should be a way to replace a clan member if they leave during the war. I don't think that would be that hard to do?
Why do you have brand new people participating in wars with you anyways. Just start the first one without them and if they don't ♥♥♥♥♥/bail, then they'll probably be alright. And sure, they can "ask" to leave after the war is over, but my guess, is if clans are starting wars with terrible noobs they haven't properly screened, it is my guess that they NEED that person in the war to get the number of people they want (the 10th or 15th person in the clan) which is more incentive to not boot the person and lock them in the clan so you can continue doing wars.
I'm completely indifferent about "replacing" someone in a clan who leaves during prep day, but that is not a problem a well run clan ever has so there's probably a 100 other things you can do besides this to fix the situation.
This won't be possible because of how war matchups are made in the first place. Unless you have an identically upgraded village with identical troops you would change the matchup. Clans would exploit this to the extreme by intentionally replacing weak bases with their clan's top players. That is why nobody is acknowledging the "replace the person" part of your suggestion.

Welcome to the forum. In the future please use the search function and contribute to an identical existing thread instead of starting a new identical thread. Your request gets posted a lot. Incentivizing staying could work except most people who hop between clans are doing so for GOOD reasons. You would be discouraging visiting friends and helping feeder/alliance clans. Self-quoting from one of the previous ones . . .
