No troop should have the town hall as a preferred target. That would be way to op if goblins targeted and did twice as much damage to the town hall
The townhall contains 1000 or less of each resource. It isn't meant to be a resource building. People desperate enough to use goblins would most likely want them after a storage/collector, not a high hp building with almost no loot.

If you're going to build a hierarchy, don't forget the clan castle. It's a storage as well, far more than the TH.
I'd be okay with goblins going after the clan castle, after all other collectors and storages are destroyed. But the TH should be considered a regular building. No unit should be able to preferentially target it, unless it's a custom built unit for that job, with costs and stats carefully thought out to be balanced.
How would it be overpowered if:
Goblins act the way the do now, attacking the closest storage/collector.
Once all those are gone, they attack the clan castle if there is anything in it.
When the CC is gone, or has nothing in it then they attack the TH who should have an increasing storage by TH level.
How would Goblins be abused if the only way is destroying all the collectors and storage first? Once that happens most layouts mean you basically won anyway? You can even abuse that kind of AI on defense by guaring a storage in weird ways and leaving the rest out free for grabs if you are in a pure trophy layout (clan war layout)

In serious attacks, the goblin barely features. Giving it the slight benefit of 2nd tier preference for the TH is only a slight improvement. It may mean that sometimes a goblin-dominated attack may take out a TH, but I can't image it being very often. Goblins are good for suicide loot stealing, or for efficient mopping up of a defeated base.
