can be achieved with gems. You can't gem your level. You could gem troops but that not exactly gemming your level.

I don't like any of those two ideas. The first one is basically what is done by farming-donating clans while the second is pushing clans. That means implementing any one of those just get the clans to do what the did before Clan War, but now they get perks for that. In other word, make the game back to status quo prior to Clan War update. There simply is no incentive for Clan War.
Now, what I'd like to see is a more streamlined leveling up system for clan. Instead of 10 levels, why not there are 20 or 30 levels ? The perks gained for each level are adjusted for more levels (clan gained less powerful perks between levels) but the requirement for each level is also lessened.
I think we see this update differently, I saw this update as giving clans more value, you seem to have seen it as trying to push clans into warring for xp.
I think giving some minor amount of clan xp for donations (With current XP requrements I'd say around the area of 1:1000-1:10000) is good. It would give some way for nonwarring clans to earn clan xp. Without a way for xp to be gained without warring, nonwar clans are going to go extinct.
And on the time side of it, a year of warring is outrageous, I'm in a small 10-man clan with friends from school and we're getting 130xp/win. Now I guess its reasonable to say that we should have to adapt to gain more xp like the 50man clans, and I agree, but the gap isn't large enough to make it worth it. The xp-rates are insanely unbalanced for any level clan. No one wants to have constant wars for a year straight. When do we upgrade heroes? When do we spend time to farm? I understand SC trying to put a longterm goal in the game but if I started an account now, I would reach maxed TH9-Mid TH10 before my clan hit L10, easily.
