In my opinion a rushed base is one that has left so many crucial upgrades behind that the new upgrades of their either upgrading or newly upgraded townhall will be hindered because of the defenses left behind.
I personally am nearing maxed defenses for TH9, after going to it from TH8 with maxed walls/defenses.
That being said, many consider me a rusher because all my collectors are level 9. I use them as filler upgrades and never found them to be important enough to put a defense on hold for.
Anyone who's wall is 2 lvl behind their TH lvl, since rushers never upgrade walls.
Strategic rushing I don't have a problem with. If I see a th9 with half legos and th7 defenses, that tells me that person is such an active farmer that walls get done at a ridiculous speed and he didn't want to waste time slowing down his farming for his base to catch up
It's the nooby rushers that I laugh at. Th9, pink walls, th6 defenses...just someone who upgraded for the sake of having a higher town hall
Even as an active farmer I never found the need to leave any defenses behind, sometimes I slowed down a bit but walls aren't the most important part of your base.Quote:

I would say being inbetween rusher and maxed is ok. Rusher is unacceptable.

EDIT: Air defenses are upgrading to max and one is out of place along with one of my drills.
You can check to players profile. If you see at GG & EE it should not be lower than you and his TH is higher than you it means player is TH rusher. You will judge player base on you're profile.
