Heroes upgrading is not war matter, cannot using them in war attack while upgrading is not logic. Heroes can be used in current level in clan war during upgrading them.

Can create a war system and heroes but cant combine them. Seems legit
The problem is that the game treats them as a building and not a troop, which for me boggles the mind, all other offensive troops and spells are usable and it is just plain unfair to not be able to use them, I think supercell do have to accept that the Heroes should be usable both in Clan Wars in multiplayer. But with a little bit of ingenuity they should be able to make it available just in clan wars and I don't think it should be that hard for them to encode all they need to do is change the attack platform for clan wars rather than copy the attack platform for multiplayer.
Or slightly harder encoding is to create a pause resume function for the hero upgrade.
