How To Eliminate Clan Hoppers

This may have already been suggested, but I could not find it. A sure fire way to get rid of clan hoppers is to allow the clan leader or co-leaders to block or stop a person from requesting troops until they have donated X amount designated by the clan leader. And go a step further to prevent them from not donating once they have reached the required amount, the clan leader can raise the required amount to a new goal so keep that person donating if the clan leader desires to do so. The people of my clan think this is a great idea and would love to see it implemented in some way or version. Please give some feedback on this idea and also some thoughts on how to improve it. Thanks!

Here is what I am thinking:

A person joins the clan and requests troops right away. Once you see the bar fill up, the player leaves the clan. These clan hoppers are just stealing troops from clans. My requested feature would be in the clan settings, where the required trophies would be and would read something along the lines of "Donation Requirement Before Requesting:" and would be a lot like the trophy requirement as far as options.

The following options would suffice me and my clan:
