Makese sense. Not sure how much work is envolved in this but it would help keep wars even
NO, it is a penalty the clan has to pay. That is why a leader has to be careful who they let in. That's part of being a good leader is they have to pay attention and actually be a manager.
When a guy first joins if he has a war timer don't keep him. If he looks ok have him sit out the first war. Hoppers are too impatient so they will leave during that first day and be out of your hair. If he is still around for second war your chances are good that he is ok.
Also, recruit only lower guys then grow them in your clan. That way your newer guys are all near the bottom of the clan and it des not hurt you as much if they left on you. your higher guys having grown there will be pretty solid.
A leader that is not willing to take these measures, regardless of his excuse, will have to live with the consequences of not being careful, and of course his clan pays the penalty for it.
