Fair enough! I suppose it helps in letting people to know that SC knows about the idea and to stop posting about it at the very least.

As another poster has pointed out the sticky isn't always immediately updated.
First of all, this is a totally valid question. The ruled out rule is meant just for the ideas themselves.
They never said that. "Ruled out" is listed as "currently ruled out" right in the sticky; it has always left open the possibility of devs changing their minds. Also, this is actually the second ruled out idea to be implemented (first was longer clan mail or description I think), so it's not without precedent.
However, in order for devs to "rule out" an idea, they already have to have a sense of what the idea is. So posting ruled out ideas provides little/no additional information for devs, and distracts attention from non-ruled out ideas which are more likely to be implemented.
As others have said, SC rules out ideas, not mods. Unfortunately, even devs can't always perfectly predict what additions to the game might make sense several years in advance. I'm fairly certain clan badge customization was ruled out well before Clan Wars even came out, in a time where clans really only mattered for troops and chat. Once clans became more important to the game, obviously the devs took a second look at giving clans this new feature.
Now maybe you'd say they should update the list more frequently then, but that would kinda give away the direction of the game. For example, if you saw league chat removed from the list, you might come to expect a revamp of leagues (and probably you'd be correct, why else would they change it?). Also, just my personal opinion, but I'd hope keeping the ruled out list 100% accurate before each update wouldn't be very high on the devs' priority list.
Full customization as opposed to something we recieved in this previous update, it was claimed to not be up for discussion and yet new designs and colours have been implemented, that should leave some hope for the future.
My memory of the final forum rule led me to believing the discussion of matters deemed "delt with" by moderators was beyond contestation, I was wrong however and had a re-read (Cmon! I'm new!).
And I'm a firm believer of the freedom of human rights, however when I step into somebodys house I obey their rules and boundaries given.
One main reason for the 'ruled out' list and deleting said threads is to prevent people from constantly reinventing the wheel. The topic has to be talked about and discussed somewhere on the forum before a 'ruled-out' judgement can ever be made. If something is ruled out, odds are there are several threads, talking about the topic Ad nauseam. A search should bring up those threads, since those first threads are never deleted. So saying there is no reason for it is entirely false.
Only so much can be talked about at a time, and if that limited resource is taken up by rehashing of old ideas, with the same results as before, hardly anything will be done. It is not like the ruled out ideas are bad, they are just old and have been ruled as not currently being looked into. The forum has been there, done that, and something new that hasn't been worked on really needs to be brought up.
Odds are if you looked up the assumed meaning of 'Custom Clan Flags' it would likely not be about the limited customization that was given in this last update. The majority of the topics I bet are wanting much more detailed customisation than was given, with a few that actually might match wat was given in the update. Some smart coder likely looked at the ruled out idea and said, 'Hey, I can do that! And can make it efficient too!' and maybe worked on it one night because it was something rewarding for them to do. It was not meant to be something to make Supercell look like a hypocrite over. It was likely something to make us happy, giving us a commonly requested idea, an idea that has been asked so much about, it was on the official 'shut up about it already' list.
