How do things get ruled out?

How does this ruled out ruled in situation work because I just don't get it. Customizable Clan Flags is currently in the ruled out section, but was added (although not greatly) in the newest update.

Starting to feel like moderators who have nothing to do with the making of the game arbitrarily put things in one or the other category and then everyone yells at others for requesting things that are "ruled out" even though it apparently means nothing for something to be ruled in or out.

Any insight on this would help cause I just don't understand it yet.

consider all the the exploits of each idea...should give you a pretty good idea

Supercell makes those decisions, presumably after careful consideration, and then tells us here where they go onto the list. They don't tell us why, just that they did. In most cases the forum users here can figure out what the concern was or at least a good guess. (Usually either an exploit or server load or has some other negative implication or just really expensive for really a minor matter)

When guys here tell you an idea is ruled out they are not deciding that on you, they are simply the messenger telling you what SC said about it.

So why would Supercell tell someone, "We are absolutely not doing customizable clan flags" then add it in the game? There seems to be a barrier to communication somewhere along the line...

I understand your concerns and to tell you the truth I feel the same way.

This is how an idea is ruled out.

1) mods tell supercell staff and they discuss it in a meeting for a about 20 minutes or so.
2) staff agrees that they would never do it
3) once they get a bunch of ruled out stuff, they tell the mods to rule those out.
4) mods tell Twister (a mod) to edit his post.
5)We wait for Twister (who is just a volunteer) to update.

Ive been trying to get them to do something about what i call "Schrodinger's Flag Threads" because they simultaneous encourage and discourage people from posting ideas about new country flags. (they tell us to follow a link to a closed thread if we have flag ideas). And frankly, the clan flag part needs clarification.

One intrepretation is that the clan flag thing that is ruled out means a decoration flag that shows the clan's emblem.
another is that we are stuck at step 5.

Please note, however, that it does say very clearly that ruled out ideas don't mean that supercell can all of a sudden decide to implement it (it is their game, after all) . Also note that the mods are volunteers not hired staff.

In either case, I am waiting patiently for the ruled out stickie to be updated. Take your time, but do it quickly, please.

Full customization would no doubt lead to somewhat offensive designs, probably creating more effort that would be better spent elsewhere, it appears that it will happen as it has.

Also I believe as per the rules this is not a matter for discussion?

*Active/ Live “Online Status” examples: colored icons, on/off indicator, etc.
*Indicate last online date

I've carefully considered the possible exploits in these additions, I cannot really find any. Yet they are all completely ruled out as an option by the "developers". Just like customizable clan flags was

Of course full customization would yield awful results, do we really think when people requested customizable clan flags they were asking for Microsoft Paint to draw boobs? No they were asking for (a more fleshed out version) of what they got.

Secondly, "as per the rules" we can't ask questions about how things get ruled in or out? If someone told you your entire life that God is telling them everything to do or say, then you find of an instance where they said or did something God didn't tell them to do, you wouldn't question the entire premise?

Thanks much, this was the most helpful post thus far, but then I have to ask, if SC can decide to un-rule out something that they had previously ruled out, doesn't that kinda collapse the whole idea of having a ruled in/out system?
