It would be nice if there was a feature where the Leader/Co=Leader can turn clan members on/off.
OK but the leader may not know who is active and who is not. By adding this feature, only active members would opt-in. Too much dead-wood in a guild makes guild wars a joke.

I think it's fair to say if a person didn't participate last war or they have no donations or requests, they're inactive
People can make their own selection on their profile and the leader is then so advised when he is starting the war.
If guys aren't hitting the button and the leader has no idea what's up anywhere that's different. That clan has no business attempting wars until they clean their stuff up. There is a point where if a leader has that little knowledge and control with the clan he should just step down.

Well, that's true, but inactive players show up with a green icon for "I'm in" just as the active ones who want to war do, so the leaders still need to do some work and look at each player carefully, if needed review past war logs or their spreadsheets etc. ... And this needs to be done over and over again since inactive players usually don't login in order to update their war preferences.
I agree that it would make much more sense to have a solution that makes the leaders' job easier by helping them to identify inactives at one glance so that they could be excluded from the war. Otherwise, the "I'm in" option is pretty meaningless since an opt-in might also mean that the player never logged in to update his war preference.
