If you read the idea all the way through.. Starting a war early would ONLY happen IF BOTH leaders agree to end the prep time and begin the war.
Also regarding the war maybe starting or ending at a particular time. You have 24 hours to attack. So there should be some time frame within that 24 hours where the members would be eligible to attack. And if not then the leader doesn't have to choose to start it early. And the normal 24 hour prep time could ensue.
