Look at the clan perks, and before level 5, there isn't anything that affects the war in progress in a big way; request times get a little shorter, and maybe you can get 6 troops from someone instead of 5, but this just saves you a few minutes while preparing for an attack, and is inconsequential except for a true last minute attacker.
Also, the fact that you've reached some high clan level is not necessarily indicative of anything about your clan's actual ability to fight and win wars, just that you've entered a sufficient number of them. If you think clan level should matter, then the way in which the clan level was achieved should also matter, because a clan that got there by winning every war is presumably better than one that took a while longer to get there by losing every war, right?
Now, once clans start achieving level 5, with its troop level upgrades, then I think that needs to be factored into the matchmaking. But rather than restricting the matches to be identical clan levels, it should be possible to account for the strength increase while assessing the offensive power of each base in the clan. That increase depends on the troop levels on each base. A level 5 clan with maxed troops already shouldn't be barred from being matched against a level 4 clan, because that troop level bump doesn't do anything. And a level 5 clan with troops a level below max should be able to be matched against a level 1-4 clan which has nearly maxed troops.
